Safer Internet Day 2012

This year, SID2012 events in Turkey will take place all year round.

At the end of the 2011, Turkish ISPs have started to give users a new service called “Safer Internet Service (SIS)” which is a typical ISP level filtering but it is absolutely free and Internet users have power to choose for type of Internet, ‘Safer or regular’ whenever they want. Any time, Internet users can switch between the profiles (child and family profile) and by turning of SIS, the current usage of Internet is available. It is easy and flexible to use and helps parents to protect their children online and provides a vigorous control mechanism. What the SIS offers is protecting children and youth from possible harmful contents of internet by eliminating all the disturbing web sites.

Regarding the SIS project, our institution and many NGOs have fastened the awareness campaigns. We have made many presentations in several districts of Turkey especially in schools. For example, in a few months, 50 events have been organised and total participants (parents, students and teachers) of these events were about 10,000. Besides, many NGOs and local authorities have been organising same kind of events. Turkish media have also been supporting of these campaigns. We hope this year SID events will be much more effective.

About the Turkish Safer Internet Centre

Turkish Information and Communication Technologies Authority, Telecommunications Presidency, Internet Department, established in 23 May 2007 in accordance with the Law No. 5651 “Law on Regulation of Broadcasts via Internet and Prevention of Crimes Committed through Such Broadcasts”.

Due to this Law No: 5651, Turkey’s Internet Hotline for reporting illegal content of internet, Turkey’s awareness website and our saferkid project has been established.

In order to create awareness among Turkish people, Safer Internet Day (SID) events in Turkey are organised by the Internet Board, the advisory body of the Ministry of Communications, each year in February.

“Internet Board” serves as a consultation board which consists of public institutions, internet service providers and related non-governmental organization’s representatives. Our department holds the Secretariat position of the Board regarding “Safer Internet Day” activities.

Our department has also close relations with related NGOs and other institutions in Turkey.  In this respect, we prepare events and projects to create the awareness of safer usage of the Internet in Turkey.

To create a safer Internet environment in Turkey:

Our vision is to make our targeted groups (children, teens and parents) aware of safer and responsible use of the Internet.

Our mission is to expand safe and responsible use of Internet through making all the safer internet activities known by public. Thus, non-governmental organizations and any other related parties would also be oriented to take further steps in this context.

Because of the borderless structure of the Internet, we give great importance to international cooperation and thus we follow the international developments closely.  It is also important for us to contact with the experts to receive the valuable opinions in this area. Please do not hesitate to contact with us for any information exchange. (bilgi@guvenlicocuk.org.tr)

SID 2011: Perceptions and Tendencies of the Turkish Families Regarding Internet

On the occasion of the Safer Internet Day, perceptions and tendencies of the Turkish families regarding internet are analysed by an online research which is applied to 10,992 parents who have children using internet between the age range of 6-17 and 2.816 children between the age range of 12-17.

The most interesting result of the research is that 90 percent of Turkish families think that their children are at risk on the Internet.

Most of the parents are anxious that their children may be exposed to "obscene" and  "violent" content or may access to such web sites while using the internet, their children may become dependant on internet or mobile phones, their personal and private information may be stolen by foreigners, their children may be subject to abuse and harassment over the internet and they may meet and become friend with ill-mentioned people.

Research gives important information on where children between the age range of 6-17 connect to the internet. According to results, 51.6 percent of children connect to the internet from a separate room. As the age increases, they prefer to use the internet at an independent section and begin to spend more time on the internet. Families say that their children prefer to connect the internet instead of spending time together with their families, reading books and playing outside with their friends. This situation reveals the fact that children feels confused between "virtual environment" and "reality".

While the average internet usage is up to 80 minutes per day at early ages, it increases over 2 hours from 15 years of age upward. Older age groups spend their time on the internet by socialising with online friends, watching movies and listening to music. On the other hand, smaller ones are playing games on the internet.

In general, children share their experiences with their parents when they are confronted with harmful content, but the demand for help reduces significantly when age progresses.

The parents often follow their children while using the internet. Although the most common method is to talk to them, methods such as sitting next to the children or secretly observing them are preferred especially in younger age groups. To follow the children becomes difficult when age progresses.

In general, various restrictions and bans about the use of internet are applied to the children. Softwares that prevent entering web sites with malicious content are generally being used.

More than half of the parents believe that playing games on the internet have a positive effect on their children. But this perception declines when the ages of the children and the time they spend on the internet increase.

Most of the parents say that they will complain when they encounter web sites with harmful content. The best known body is the Internet Hotline of ICTA (www.ihbarweb.org.tr) in this respect.

While small children receive the most basic information about internet usage from their families; friends and internet sites become important when age progresses.

More than half of the parents think that they have not enough information about safer internet.
